we cannot wait to share that big announcement from robin. this is a moment we've been waiting for. a moment we've been praying for. and it is coming soon. >> soon. very soon. >> it is coming soon. robin's been getting up very early every morning, getting ready, as well. all the details are coming up. but we do have a lot of breaking news this morning as well. that scary manhunt in los angeles. and last night, at the last minute, lance armstrong agrees to cooperate with the anti-doping investigation. we'll have all the details on that ahead. let's get to the breaking news. this is from kabc's chopper in los angeles. the breaking details about the suspect. accused of killing at least three people now in california. l.a. police have been racing to find one of their own, a rogue excop suspected of gunning down a basketball coach and her fiance, apparently an act of revenge against her father, also

a police officer. david wright has the latest. >> reporter: this is a developing story. and changing fast. overnight, two separate incidents, about an hour east of l.a., a total of three police officers shot overnight. one of them killed. and the suspect appears to have gotten away. police here are on manhunt this morning for a former l.a. cop appearing to be hell-bent on revenge. >> today, we've identified christopher jordan dorner. >> reporter: police say they believe he's responsible for killing monica quan, the daughter of a retired lapd captain. >> she had such a big heart. why take her away from all of us? >> reporter: the 28-year-old beloved basketball coach was gunned down on sunday, along with her fiance, keith lawrence,
7:02 am
while they were sitting in her car. >> a multi-page manifesto is of interest. >> reporter: the document, allegedly posted this week by dorner blames retired lapd captain randy quan and other officers for getting him fired by the department. it claim he was fired for reporting police abuses. it lists the names of daunz officers. threatening to attack the moments, the officers's spouses and children's schools. he said i never had the opportunity to have family of my own. i'm terminating yours. >> we're considering hip armed and dangerous. >> reporter: police in southern california feel they're under attack. one of the lapd officer, who was shot overnight, was on his way to protect one of the people named in the manifesto.
7:03 am
all of the people named in that are getting additional security. the cops battening down against this clear threat to them and their families. >> let's bring in brad garrett, former nib agent and abc news contributor. what are investigators doing to try to locate dorner? >> they're pulling out all the stops. they have a description of the vehicle, and what they're trying to do is gather as much intelligence about where he might logically go or temporarily hide for a period of time before he goes back out on a killing spree. i'm convinced he'll continue do this until he's dead. >> this manifesto lists people. how chilling is it in knowing what his next move will be? >> it's extremely important. how do you narrow that down?
7:04 am
he's targeted officers and their families. you can build security around each one of them. but you don't know where he's going to go next. keeping track of people hour by hour can be very difficult. l.a. is very -- >> schools are on high alert. how will this likely end? i mean, obviously, so much ground to cover so many people to protect. what is your best guess? >> my best guess is they're going have to end up in a final shootout with this guy. or maybe surprise him. but here's the other thing. he's killing officers that have nothing to do with his issue with lapd. that makes it much more difficult. we both know the number of patrol officers moving around are all fair game. that's the most serious concern and immediate problem for law enforcement. >> and how long could this take? could this drag out for most of the day? the days to come? >> no, well, i don't know. if he goes into hiding, it will
7:05 am
take longer. if he continues do this until he gets killed, it could go on for a few more hours. >> how concerned should the community be? >> as a whole, not concerned. if you're in law enforcement and in uniform, be very concerned. >> all right, brad garrett, appreciate it. we'll keep you updated throughout the day. now to the big headline overnight on lance armstrong. just hours before the deadline that would have meant he was banned for siblging for life, armstrong will cooperate now with the anti-doping investigation. here's neal karlinsky. >> reporter: he's not man who scarce easily. apparently he does fear jail. that may have been the motivator to get him in the door to speak with authorities. >> reporter: it's a stunning
7:06 am
about face. he's giving in and apparently will come clean. in a statement, the head of the usada says armstrong now wants to cooperate and be a part of the solution. abc news had reported armstrong was being investigated for intimidation and witness tampering. >> the reality is lance armstrong did not want to be a participant in any deal-making. he got scared. >> reporter: coming clean to authorities is not like talking to oprah. >> did you ever take banned substances to enhance your cycling performance? >> yes. >> reporter: he'll have to testify under oath with perjury charges at stake. the testimony could take days.
7:07 am
and will require armstrong to provide substantial assistance to investigators. meaning, he must name names, who helped him get the drugs. who helped him hide and transport them. pass the drug tests and keep the secret hidden for so long. he'll essentially have to roll over on people he seemed interested in protecting. >> planet armstrong is kind of a dark and lonely place right now. he's got major problems. >> reporter: a pile of civil lawsuits are active, as well. including a class-action suit by people who bought armstrong's best-selling books. defendants knew or should have known these books were works of fiction, the claim states. u.s. doping authorities have given armstrong a two-week window to come in and talk to them. we'll see. on the possible upside for armstrong, the hope that cooperating with authorities now will somehow give him a break and help out with some of his other, many, legal problems. george? >> good work breaking that investigation news. we're going to turn, now, to washington, where america's secret drone war will be in the spotlight today, when john brennan, president obama's pick to be cia director, testifies at his senate confirmation hearing.
7:08 am
to smooth his path, the white house agreed overnight to give lawmakers a secret legal memo that lays out the rules for using drones. jon karl joins us with some of that. this is something the white house resisted for some time. >> reporter: as of yesterday afternoon, the white house actually refused to even acknowledge that this memo existed. but late last night, the president made the call to release the memo on a classified basis to the intelligence committee. this is after one prominent democratic senator threatened or suggested he would filibuster brennan's nomination if they didn't get the documents. this is an indication that at today's hearing, you'll hear some tough questioning about the drone campaign. and i believe the most thorough discussion we have ever seen about this highly secretive but absolutely essential component of the president's war on terror. >> it's coming at a time when yesterday the iranians released a video they say came from a u.s. drone that they captured. this may be a major intelligence coup for the iranians.
7:09 am
>> reporter: it may be. i need to say. we have no way to absolutely confirm that this video came from a u.s. drone that went down in 2011 over iran. but what top officials and our experts have been looking at this overnight and say there is reason to believe that this video came from a stealth drone. not the regular drones. this is a highly classified drone that went down over iran in 2011. the u.s. was so concerned at the time, they considered a secret mission into iran to destroy it so they wouldn't be able to get information off of it. now, it looks like possibly iranians got information off the drone. >> we'll be working hard to verify that. jon karl, thanks very much. let's go to josh and news of that perhaps mega airline. >> mega, mega airline. it is a merger to be sure. reports of the big deal in the airline industry that will affect all of us who fly. we're going to get to abc news' senior national correspondent, jim avila, with the very latest. good morning to you, jim. >> reporter: good morning, josh. according to press reports and
7:10 am
sources, the merger between american, the nation's third largest airline, and u.s. airways, the fourth largest, could happen officially as early as next week. together, they would be the country's largest carrier. and even though american has been the one in bankruptcy, most believe the new airline would keep the american logo, since it's best-known. and american just revealed a new look, which it's unlikely to get rid of so soon. management is expected to be largely from u.s. airways. what would this mean for the passenger? frequent fliers should be able to use their miles from both airlines and on more routes. it could mean higher prices because of less competition. the passengers will notice few changes immediately. it will take about a year, maybe more, for the merger to be complete. josh? >> thank you, jim. and congratulations to you. a major setback in the nuclear standoff with iran. iran's supreme leader has rejected a proposal for direct talks with the u.s.
7:11 am
khomeini, who has the final say, issued a statement that talks will not solve any problems, end quote. and here at home, a discovery that could explain the sharp increase in the number of whooping cough cases, a disease especially dangerous for children. researchers have just discovered the first u.s. cases of whooping cough caused by a germ that may be resistant to the vaccine. this has been the worst year for the disease in more than six decades. and the boy scouts are under new pressure after postponing their decision on whether to lift their ban on gay members. hundreds of scouts, parents and pastors who support the ban, held a rally and prayer vigil outside the scout headquarters in texas. this delay came as a blow to gay rights activists who now have to wait until may for a decision. and in san diego, a man who hit the gas instead of the brake landed in quite a precarious position. look at this. teetering 20 feet in the air, between a building and a parking garage. a tow truck crew later wrapped a
